     If you want less of something you tax it, restrict it, pass laws against it or force it to behave laws that are counter to the market.
     If you want more of something you remove or phase out taxes on it, unrestrict it & remove regulations, & repeal the laws against it or which regulate it aversely to the market.

     .'. witness the high cost of the War on Drugs (incarcerations & lawyers) & the high prices of cigarettes & cannabis & other "illegal drugs"
     .'. witness insurance industry increases in premiums
     .'. witness the high price of lawyers supporting such laws & avoiding them
     .'. witness the high price of oil
     .'. remember the real estate bubble - banks must lend to the poorer/riskier borrowers
     .'. anticipate how many doctors & health care workers will move to different vocations
     .'. anticipate the absolute mess Obamacare will bring!
