Laws, Rules & Regulations vs Complexity

      Another fundamental piece of threefold domains is that all that which is written as Laws, Regulations & Rules must be congruent with what is so in the World to which they apply.  This of necessity means a strong independence from the economic domain which counters the tendency to buy lawyers, waivers & laws for some but not for others - equal protection, eh? 
     Complexity is no excuse.  We use one of the most complex systems in the world which is our human body. All of its systems are dynamically balanced & cooperate with each other when good health is present.
     The rest of this will use the word laws to include the regulations, rules, etc which now encompass the judicial system including what is done by the several legislatures.
     Laws should be transparent, understandable by the laypersons as well as those to whom they apply & not the exclusive domain of lawyers, judges & the like. A multi-layered revision which is hard to trace is not transparent.  If it is, say written in English, anyone who writes & speaks that language should be able to understand it without resorting to lawyers. An Internet system of the laws, well indexed & transparent written with examples (judicial case examples) should be made available to the people.
     Justice must be impartial, balanced, independent of money ..... but NOT blind.
     Laws must be uniformly enforced, but force & jail must be the last resort. Correction & restoration of balance should be the first options. Transformation of the outdated & stupid laws, found to be unworkable, should be discarded from within the system & replaced only if necessary.

I too think complexity should not be used as an excuse ... but it is the situation that prevails in our civilization ... the point of calling it out is to comprehend that rules ... and, err principles ...should be applied sensitive to particular contexts ... and the solutions of an unbalance will almost never yield to a simplistic binary notion.

Some think that the word transformation adds a new dimension to a 2 dimensional problem & that simply change just stirs the pot of stew around.
(i.e. 2D --> 3D)
That something may prevail & in particular be complex does not mean that it can't be resolved simply by honest & careful analysis - mathematics is a great example!  Teasing out principles which most can agree to or accept as axioms is a good start - hence Newton's Principia & Euclid's Axioms.

i pretty much answered your question of "so what" but perhaps i can put more meat on the bones ...  i did not imply that a complex situation cannot be analized and simplified ... that of course is what we are always seeking for a good governing mechanism.  but some of our current political parties approach situations with over simplified principles ... like for example throw more money at a problem ... or alternatively ignore it assuming that it will be solved magically by a free market.  but neither of those binary approaches respect the complexity of our civilization ... that is the kind of consciousness that i am going for here.
Yep .. I suspect that current political parties will dissolve when governing is independent of the economic domain. The polarity I sense now is that one party has a one size fits all, top-down approach & the other major party has a capitalistic approach with all the flaws it has. (truly free market not apparent with various crony mischief abundant for the ruling class) . A conscious capitalism for the economic domain within a conscious World economy should at dynamic equilibrium as a synergy of individuals produce excess which support the cultural domain (or the arts, charity, education, medicine etc.).
