excellent question ... and, me thinks, well asked indeed.

i guess you realize that the only possible answer to it would have to be "you" ... for some value of the pronoun .... no?

Well the corollary is simply if I am responsible then why is it there in the first place?

Maybe it is just undigested brain-poop & needs some brain-castoroil.

... and i suppose another corollary is "why wouldn't one expect noise to be there?" ... i mean there are few, if any, natural processess that happen that are devoid of noise.  then too, one man's noise is another man's signal ... so that relativity needs to be factored into the question, does it not?
Not really, everyone knows there is noise in there. The only thing that makes logical sense is that nothing should be going on in  there until I trigger it with a perception or something.  Same way with the Universe itself, imho, the only thing that makes sense to me is that nothing at all anywhere including space etc should exist.

well waves in a system dissipate to nothing quite slowly.  so it you bang on the system from the outside (and it is percieved inside the system) those waves don't just instantly go away as soon as you are aware of them ... no they continue to reflect and interact.  might that continued wave interaction be considered noise relative to new inputs?  So my "logical sense" tells me that there will be noise, unless i learn how to dampen it.

i cannot relate my amazement that anything at all exists to whether there "should" or "should not" be noise ... how are those connected in your mind?
I didn't put it there, especially upon waking up. It is barely under my control unless I purposely meditate.  Neverless, there is a lot of ego wasted here just trying to prove you are different. I acknowledge such. One of us might be an alien.

hmmm ... well, like you say, what is the noise and what is the I.   that will certainly vary a lot from person to person and even within the same person from time to time.  certainly i too, can draw a destinction around  parts of my be-ing, and then claim that that thingey is not responsible for me thinking a shitty thought ... which is, what i think you are calling noise.  i mean, i don't intentionally think a shitty thought ... yet i think shitty thoughts ... if i go back and think about the thoughts i know they are shitty.  it feels kind of spastic.  i suppose that were i to be a totally focused i would never think such thoughts ... they are like lapses of consciousness.   is it not similar with you?
I don't necessarily judge the noise as shitty thoughts.  One thing that GW did when he wanted his own vocabulary was he invented a dialect of Chinese i.e. Ming - many Chinese Emperors did something similar.  He didn't just haggle about the meaning of English words. The haggling here demeans the epiphany of recognizing who is responsible for it.  If your story about it pleases you then enjoy it. I'm not satisfied with your story & am continuing my contemplation of it.

This item was all about pondering the question & not coming up with an answer. In the course of my life I have encountered much stuff which I did not create. As a human being & with my perception in the world of mind I can enjoy many things. It is as rich a world as that inside my body & in the outside world at large. Many things are impossible to translate from there to here. I look at myself as an adventurer & wanderer in both worlds.

Spastic thoughts belong to oxymorons while eating jumbo shrimp.

... well yes of course it is a term that contains an intentional contradiction ... purposely  designed to jog the mind out of its binary rut.  just like "bozo faust" ... or "plastic habit".   me i love finding and using these kind of, on first blush contradictory terms.   see, in reality, a thing is not always either foolish or wise ... but at times may be wisely foolish or foolishly wise ... we do things the same way by habit ... yet we can change our habits whenever.   the contradiction in the terms is the message the term conveys ... not something to be questioned by a pedant.
... more like a sleeve job offered by a heckler.

i too have come across things in my mind that seem to pop into it totally unprompted by any current context or related to any of my prior experience.  and, no i would not call those noise ... just anomalies ... they are fun, but to me they happen very rarely in awake consciousness ... but are a bit more frequent in my dreams.

but i thought you might have been thinking in a veighn that i had been thinking of lately.  for that "petty" would be more accurate than "shitty" but since you called it noise, which is almost always unwanted, that's what i thought you were talking about ... especially since you refered to "getting it the fuck out".  that would not have been my attitude towards those other rare events ... but, i suppose if they happened a whole lot, i would want to clear them away too.  why are you concerned with who clears them away?
I can judge them or not judge them. It is my choice. The invective was for the frustration at failure on that day of getting a particular song out of my head that I woke up to T's alarm with. Things in there have +/- charges on them just like real external world has.  Anyway, you must have missed what I wrote in the above comment.

well, haggeling over the meaning of English words, does not really do justice to how i use language.  i probably should just leave it at that since anything i say here you will almost certainly take as rwg ... notwistanding that it is not.  it seems that you and i have quite a different notion on discerning the menaing of someone's words ... you seem to go right to some dictionary and insist that the word must match one of those meanings ... not me ... i try to make up a phrase that means what i want it to mean in a sentence.  since most of my thoughts, worth writing down, are not thoughts i am repeating because i have heard them a thousand times, but rather thoughts that need new phrases to accurately reflect them.   eg, people don't usually talk about a "spastic thought" ... yet i did ... sill and all now, honestly mark, do you not know what i meant there ??
Declaring that you are not in the RWG is the biggest clue that you are!
You obviously didn't understand what I wrote either!

Too much mind reading badly to respond much more to what you wrote.

The one who made the innuendo with the word "pedant" is the heckler.
