Well your first two sentences above are true to me.
That is just the way signs work, anybody can associate any symbol to any thing and get their social network to agree. Other networks are free to disagree or even associate that sign to something else ... for example the Confederate flag.
Like it or not we humans gather in networks and agree to use similar signage. It is easy to see how that facilitates communication and understanding and cooperation within that network. It makes the group strong and capable to act. Using signs of other groups within that group does not work, feels wrong to the group, and the group will reject them as incorrect.
But in this modern world there are all kinds of groups interacting. I think it is best to be tolerant of others symbols. Using them incorrectly against another group can be quite offensive to that group ... it fights against our greater common logic.

What I notice is that quite a few people who preach tolerance get offended by some of the silliest things. (Like flying an American flag on cinco dey mayo) The standard nowadays is "I am offended therefore it must not be allowed" PC bullshit! Some are offended by the 10 commandments being placed in a courtroom or building. There is an outrage industry, mostly lawyers, who get offended quickly to which I say " So what?" <<== Here's your sign!"
just because .... you claim or preach tolerance does not mean anything much more than you claim to & preach tolerance. It doesn't mean you are right or others are wrong or society is broken or any other shit. I rather practice getting off the bandwagon of getting on bandwagons.

if you are actually interested in current black experiences in the South, i am sure there are many first person accounts available on the web and in books. Or maybe you could find an actual black person who lived there in recent times trying to get a good job. Personally i don't think your own experience in Georga as a white man are helping you understand the black experience.
