Note that all three bold terms must be present before the italicized text will be spoken correctly.

 does not work with IE 6.0 and WinEyes 4.5.  The name of the field is voiced in the wrong positon Back to using title="voiced name of the field" ... at least that works in the IE that is most used by the visually impaired. I don't want to hear excuses. 

The W3C and the industry should get this right.  It is not just a matter of getting the specifications right, it is a matter of getting the specifications right AND getting the industry to cooperate.  Fail one and you fail the entire task.  This is a political issue, not a technical one.  Solve it at a political level.
