Well ... err ... maybe it won't emerge the way it was imagined after all.But what is emerging, however, is the use of folksonomy and thecirculation of RSS. People are learning how to tag and making connectionsthat way ... we don't need no stinkin ontologies.
I know, i know, this is heresy on a w3c list.  Sometimes it takes a outsider to stand up and say that the emperor has no clothes.

You may be over estimating folksonomy. When you get a cloud of tags as big as the English language or Google's index then consider the fact that you are saying approximately the same thing as the semantic web will emerge from Google!

There are 2 major things that you get out of tagging: (1) it allows you to find your own stuff (2) it advertises your stuff to others. Take my site, for example. There are over 2000 items there now and we have only been open for several months. If an item is not tagged, then it will fad into oblivion. Also people will find my items by how they are tagged at del.icio.us and Flicker and google base. Play around with fastblogit and you will see what i mean.

It's nothing new - it's all etymology. Misspelling & mispronunciation & deceptions like the ones which power ebonics make language evolve.
