Notice on the second article the news summary is from the NY Times, the picture is about a different piece of news & is in the Washington Post.
As mentioned before it has been proven that viewers are more likely to click on the picture than the article. The WP won this contest.

The picture and it's associated story are usually from another source than the text of the item shown. Who associates them ... an automated process, or a human? I'm betting that this particular snafoo was just human clerical error.
I suppose if the displayed story has no picture they pull one from another website that has one. It happens often. I don't think there are humans involved. Headlines are the hype of headline-writers. That the picture doesn't match the story is not a suprise.
