The comment about AdSense margins being squeezed...is that about pending competition? More aggressive smart pricing? Click fraud related issues? Legal liabilities associated with funding content theft? Increased costs associated with funding some content quality standards?

A little background
The Google content network is the simplest way to place your ads at the core of the web ? the millions of high-quality news pages, topic-specific websites, and blogs that your customers visit on a daily basis. "I want to bid separately for clicks from search and content."
Done. We've just released content bids, which let you set one price for search clicks and a different price for clicks from the content network. You decide the value each network brings to your business. Learn more about content bids.

Many advertisers have told us that one website or another clashes with their interests. In response, we've created the site exclusion tool, which you can use to specify up to 500 sites where your ad will not appear. Learn more about site exclusion.

No problem. An AdWords site-targeted campaign lets you select the exact content network sites where your campaign will appear. You can even target sections or individual pages of a site if you wish. Learn more about site targeting.

Re-enabling the content network for your AdWords campaigns is easy. Here's how:
- Log in to your account at https://adwords.google.com.
- Select the box next to the keyword-targeted campaign you wish to edit.
- Click 'Edit Campaign Settings.'
- Locate 'Where to show my ads.' Select 'Content network' (or both search and content).
- Click 'Save all changes.'
That's all there is to it -- the AdWords system will do the rest.

I have been receiving so many comments in the last month or so about the lack of enforcement by AdSense when it comes to publishers blatantly inciting clicks, on sites that have been reported months ago and reported multiple times.
It is unfortunate that sites like the one mickg cited (which I was told had been reported first in December) are still allowed to run ads without being told to remove the incitement.
Cases like these are what prompt many advertisers to stop all their campaigns from showing on the content network, even when the bad apples account for a (hopefully!) small percentage of all publishers. AdSense was really great on keeping their network fairly clean of publishers asking for clicks, but there has been a definite shift in the last 4 months or so based on the number of complaints by publishers I am getting similar to "Jen, I have been reporting this site every two weeks for the last three months, yet this publisher is still allowed to have 'CLICK ON OUR ADS' in flashing red text above each of the ad units."
I am not sure what has changed, but it is hurting ALL publishers as a result, by causing advertisers to remove their ads from the content network in droves.
