Worry about this kind of Civil Rights Violation

I worry more about the civil rights violations outlined in this article than about the terrorists in Gitmo not having their day in court.  I think that a police department should be fined sufficiently with punitive damages given to the victim in these kinds of cases. I also think that the police departments should have their war gear taken away on 2nd & 3rd offenses. Maybe with a loss of $$$ the police SWAT teams will take more time to research their leads than believing snitches.
