Truth is language congruent with what's so. Truth is time dependent on change & locality. Belief is not necessarily truth. Truth depends upon the organs of perception to the extent that you have to have perception in a sensory channel of some kind to be aware of what that channel conveys about what is so.

Conversely a LIE is what someone wishes or would like to have true for his own personal ego's sake. A lie is not what's so. A lie may be what's so for a person who is said to be crazy, out-of- it, not in touch with reality. Reality is congruent with what's so.

The Declaration of Independence proclaims a property that is "self-evident" about truth - the context for that was they way it was held (something endowed by men by a Creator).

that which was endowed to men (& probably women 100+ years later) was Rights - the context arises from the proclamation that a Creator endowed men with them. If I had an EDIT CAPABILITY FOR COMMENTS - I probably would make this argument more smoothly.

Argumentation goes toward rationalizing things. Rational is a garbage-in -> garbage-out kind of thing. Bad premises lead to bad conclusions. Not necessarily a method for obtaining TRUTH.

Which, incidentally i agree with, and it says that "Truth" is language. It is just language. It is just statements. Truth are those statements that some agent determins are "congruent" with the rest of the peceptions of that agent. The agent can be a social group or even the class of animals called human. What I am asying is that we have this three place predicate: (statements) are true in (context) to (agency) . And that is all you have. Nothing of this exists in some ether.

That's probably because you have no perception in "some ether" or refuse to acknowledge it. There are a bunch of people who say there is NOTHING outside of language, but I have other experience I will go into some other day.
