Looks like one of pieces of technology for this group UnhackTheBrain that I was looking for. And it is being done almost the same way I was pondering. I think the learning & feedback loop is what would make it practical.

One question serves here. If out of a needle in a haystack (the real info in an article) you build another haystack then the net effect is just rearrangement. Turning it into a searchable database is an improvement. On the other hand the opinions are also important information - they prove to be the statistical probability-possibility space of the domain of interest on the subject at hand.
