I suspect that he had troubles because his pictures may have been more than 1 megabyte each. He also needs to use the Rich Text comments and the 
tool.
If he needs a quick resize he can download the quick screen capture tool which is free for a while & he can use the resizing tool in the menu of that software to shrink the picture.
